System defense plans and restoration plans are developed by TSOs to be implemented during an emergency restoration state. Baltic RCC reviews these plans to identify potential inconsistencies and suggests mitigation actions where needed.
In accordance with Article 52 of Regulation (EU) 2017/2196 and Article 6 of the Network Code on Emergency and Restoration, Baltic RCC prepares a monitoring report every five years. This assessment follows a timeline agreed upon between TSOs and ACER.
The review focuses on verifying the consistency of information submitted by TSOs through standardised templates, which list relevant procedures and agreements. Baltic RCC checks for discrepancies between templates at each border and reports them to the relevant TSOs for coordination and revision.
