The Maximum Entry Capacity (MEC) task determines the maximum foreign capacity allowed to participate in capacity remuneration mechanisms (CRMs) for a given border and delivery period. This value represents the contribution of interconnected systems to security of supply during periods of system stress.
As defined in Article 21 of Regulation (EU) 2019/943, CRMs open to cross-border participation may be introduced when resource adequacy concerns are identified through national or European assessments. In such cases, Regional Coordination Centres (RCCs) are required to calculate the MEC value and issue recommendations in line with Article 26(7) of the regulation.
In December 2024, RCCs issued a questionnaire to Transmission System Operators (TSOs) on MEC service provision. Baltic TSOs confirmed that no CRMs open to cross-border participation were in place in the region, and therefore, MEC calculations are not performed in 2025.
