In line with Article 37(1)(j) of Regulation (EU) 2019/943, RCCs perform the Regional Sizing of Reserve Capacity task. The task ensures that minimum reserve levels are determined yearly and that short-term availability of shared reserves is assessed in the relevant System Operation Region (SOR).
The task has two main parts: yearly calculation of minimum reserve capacity and daily assessment of available sharing amounts. RCCs work with Baltic TSOs to carry out these calculations in accordance with the methodology and coordinate within the Sizing and Procurement Implementation Working Group to ensure consistency and compliance.
In 2025, Baltic RCC and Baltic TSOs set up the implementation plan and started the task. The daily assessment of shared reserves was postponed to 2026 due to the absence of sharing agreements. The completed yearly sizing strengthens reserve planning, operational readiness, and provides all TSOs with a clear overview of regional reserve needs.
