The Post-Operation and Post-Disturbances Analysis and Reporting (also called Regional Incident Analysis and Reporting - RIAR) process involves analysing and reporting operational disturbances after they occur. Using the EU Incident Classification Scale (ICS) methodology, incidents are ranked from level 0 (local) to level 3 (major, Europe-wide). TSOs must classify each event based on its impact.
For scale 2 or 3 incidents, an RCC Investigation Subgroup is formed under the ICS Expert Panel to support the final report. The subgroup provides details on RCC involvement and ensures recommendations are clearly defined. RCCs also monitor the implementation of these recommendations.
The RIAR process is required under EU Regulation 2019/943, with its methodology approved by ACER in March 2022. The main purpose is to identify causes and help prevent similar future incidents.
