Facilitating the Regional Procurement of Balancing Capacity

In accordance with Articles 37(1)(k), 37(5), and paragraph 8 of Annex I of Regulation (EU) 2019/943, RCCs facilitate the regional procurement of balancing capacity for the relevant System Operation Region (SOR).

The task involves calculating availability of non-contracted balancing energy bids on European platforms (PICASSO, MARI, TERRE) by type of reserve (aFRR, mFRR, RR), direction, and validity period.

In 2025, Baltic RCC and Baltic TSOs set up the task development plan and began delivering the basic functionalities of the task. The initial scope was implemented on January 15, 2026.
